SSP Made Simple

What is SPP?

George Bush (President, U.S.A.) and Paul Martin (Prime Minister, Canada) got the ball rolling in November 2004. They issued a joint statement called, “A new partnership in North America.” 

Security would be covered by “improving the coordination of intelligence sharing, crossborder law enforcement and counterterrorism," and "increasing the security of critical infrastructure, including transportation, energy, and communications networks”. 

Prosperity would come because Canada and the U.S. would “pursue joint approaches to partnerships, consensus standards, and smarter regulations that result in greater efficiency and competitiveness, while enhancing the health and safety of our citizens.”

The SPP got its name in March 2005.  George Bush and Paul Martin invited Vicente Fox (President, Mexico) to a meeting in Waco, Texas. They issued a joint statement announcing the creation of the Security and Prosperity Partnership of North America ("SPP" for short). Basically, Mexico signed up for what had been cooked up in November 2004.  Please notice that this was done without asking voters in any of these countries if they wanted a new partnership.
